ICE has released its internal policy memo on worksite enforcement, which is as tough on employers as we thought. It does not call an end to large-scale worksite raids that results in removal of workers, but it requires high level approval before they can be conducted.

I-9 Audits Initiated by ICE Nationwide.
U.S. Immigration and Customs Enforcement (ICE) launched a nationwide I-9 audit initiative on July 1, issuing Notices of Inspection (NOIs) to 652 employers (see the ICE press release). This action confirms the new enforcement strategy promised by representatives of the Obama Administration. The New ICE Age: Are You Ready for an I-9 Audit?
In April 2009, Janet Napolitano, secretary of the U.S. Department of Homeland Security (DHS), announced new guidelines for worksite enforcement directing the U.S. Immigration and Customs Enforcement (ICE) to shift its focus and resources to investigating and prosecuting employers who knowingly employ undocumented workers in violation of U.S. immigration laws. This shift in strategy is based on the belief that employment is the driving force behind illegal immigration and that the only way to stem the tide is to eliminate that temptation.
