A little more than a week after the House of Representatives passed the Patient Protection and Affordable Care Act (the “PPACA”), President Barack Obama has now signed the Health Care and Education Reconciliation Act of 2010, containing the changes to the Senate’s health care reform bill requested by the House. This final piece of the health reform legislation is now in place, and employers can better determine how the health reform legislation will affect them in the years to come.

In an attempt to attract greater foreign investment to Australia the Federal Government has recently doubled the current foreign investment thresholds. Current legislation dictates that foreign investors looking to purchase a share of 15% or more interest in an asset valued at $100 million or more must apply to the Foreign Investment Review Board (FIRB) for approval.

So late last month, Republican Senator Lindsay Graham of South Carolina and Democratic Senator Charles Schumer of New York introduced a comprehensive Immigration Reform bill into the US Senate. Their hope is that this bill will be debated and signed into law before the end of 2010 now that healthcare reform has been signed into law. However US Immigration Reform will probably not be the dominant topic in Washington for a while due to the sweeping Financial Reform championed by the Obama Administration and many in Congress at the moment.

President Barack Obama's designation of Wilma Liebman as Chairman of the National Labor Relations Board ("the Board" or NLRB), as well as the recess appointments of nominees Craig Becker and Mark Pearce, results in a Board with three Democratic appointees and only one Republican appointee. The fate of the nomination of Brian Hayes, the final nominee remaining from the original "package," remains in limbo, as he was not given a recess appointment.
